A group of migrants was photographed on November 20 at the port of Ceuta, preparing to board a vessel to mainland Spain after staying at the Temporary Stay Center for Immigrants (CETI) in the enclave. The transfer forms part of Spain’s regular process for relocating migrants and asylum seekers who arrive in its North African territories.
Spain operates two CETI facilities in Ceuta and Melilla, where undocumented arrivals—whether by land or sea—are hosted before being moved to the mainland as either asylum seekers or economic migrants.
According to UNHCR data updated on November 16, a total of 32,907 migrants have reached Spain irregularly so far in 2025. Of these, 3,952 arrived in Ceuta and 304 in Melilla. Arrivals along the Western Mediterranean Route, which includes both enclaves, the Balearic Islands, and southern Spain, have risen compared to last year, while arrivals on the Atlantic Route to the Canary Islands have declined.
