Sudan’s government ministries and civil service institutions have been operating from the Red Sea port city of Port Sudan since fighting broke out between the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) in April 2023.
The shift to Port Sudan followed heavy clashes in Khartoum and other major cities, where battles between the paramilitary RSF and the national army made normal government activity increasingly impossible. The coastal city has since emerged as the country’s main administrative center.
Officials say many departments continue to function from the eastern port as damage to infrastructure and persistent insecurity in the capital prevent a return. Port Sudan has also become a key refuge for thousands of civilians displaced by the widening conflict.
