The UK government has announced plans to introduce new safe and legal routes for refugees as part of a wider overhaul of the country’s asylum system.
Home Secretary Shabana Mahmood said the initiative is designed to preserve the asylum system “for generations to come” by providing controlled pathways for people fleeing war and persecution while strengthening public confidence in immigration policies.
Under the proposed scheme, local communities and selected universities will be allowed to sponsor eligible refugees seeking protection in the United Kingdom. The programme is modelled on Canada’s long-running community sponsorship system, which has helped resettle hundreds of thousands of refugees since its introduction in 1979.
The government also plans to introduce a separate sponsorship route next year that will allow employers to support refugees seeking to settle in the UK.
Although the Home Office has not disclosed how many refugees are expected to benefit from the new pathways, officials said the programme will operate on a much larger scale than the existing UK Resettlement Scheme, which currently accommodates only a limited number of refugees each year.
Alongside the expanded legal routes, the government announced measures aimed at strengthening immigration enforcement. Proposed changes to human rights laws would narrow the definition of “family” under the European Convention on Human Rights to immediate family members, a move ministers say will make it easier to deport individuals who are in the UK illegally.
According to the Home Office, the changes are intended to prevent legal challenges that have previously blocked deportations based on extended family relationships.
“Britain has always offered sanctuary to those fleeing war and persecution, but the system can only survive if the public believes it is fair, controlled and not open to abuse,” Mahmood said while outlining the reforms.
The announcement comes amid ongoing political debate over immigration policy and uncertainty surrounding Mahmood’s future in government. Her proposed reforms to indefinite leave to remain have drawn criticism from some members of the governing Labour Party, while supporters argue the measures strike a balance between humanitarian protection and stronger border controls.
Refugee advocacy groups welcomed the government’s commitment to expand legal pathways but urged ministers to ensure the eligibility rules are not so restrictive that they undermine public participation in the sponsorship programme.
